Gary M. Richter

Gary M. Richter joined the Firm’s New England region with more than 19 years experience as a regulator as part of a 30 year career in health and human services program  management with the State of Connecticut. As a Director, he assists the Firm’s National Healthcare Industry group with advisory services for hospitals, long-term  care facilities, home health agencies and government entities located throughout the country.

Mr. Richter has an in-depth background working closely with federal and state agencies on various matters related to Medicaid. He oversaw rate setting for medical and residential services totaling $2 billion covered by Medicaid assistance programs and administered in accordance with federal and state laws and regulations. He also directed the provider cost report review and audit process; legislative and regulatory rate setting policy changes; the analysis and disposition of rate appeals; federal Medicaid claims relating to services provided by other state agencies; and certificate of need applications for nursing facilities, residential care homes and continuing care retirement facilities.

Prior to joining the Firm, Mr. Richter served 19 years as the Director of Certificate of Need and Rate Setting at the State of Connecticut Department of Social Services. Among his many accomplishments in the position, Mr. Richter implemented the Nursing Home User Fee/Provider Tax in conjunction with Medicaid rate increases in 2005 and developed reimbursement and financing programs for nursing home capital projects and community residences for persons with disabilities. Previously, Mr. Richter held various financial management and budgetary roles for the State of Connecticut, including analyst positions with both the legislative and executive budget offices.
